History
Photobomb was born after a tragedy.
The loss of Amy Reed's psychic abilities was devastating to her, not only because excising the villain Psy-Shock from her mind meant that he was free to resume his decades of terror, but also because being a hero truly meant something to her. She was broken, and decided to leave Paragon City for a place less saturated with everything she could no longer be.
However, some time after she left, she encountered the Kheldian known as Incandescent Storm. A relatively young Kheldian, Storm was nevertheless running short on time, and in need of a host. When Storm found Amy, something seemed to click. A shared sense of desperation: Amy for healing, Storm for life, lead to the two eagerly agreeing to merge. And in a sudden explosion of light, the two disappeared.
Photobomb was left in their place. Gone was their desperation, as Photobomb received from both what the other needed: Hope, healing, and life.
And maybe she also inherited Amy's incredibly cursed sense of humor. But who's to say?
Powers
Photobomb really just has the standard array of Peacebringer abilities. She's capable of manipulating matter and energy, shapeshifting, flying, etc.
People
Haile: Photobomb loves Haile to bits. The two met in the D and quickly formed a strong bond with one another, as both of their brands of chaos seemed to feed the other's. Over time, Photobomb found herself feeling more and more attached to the speedster, and she eventually asked Haile to date her.

Photobomb considers "Photobomb" to be her real name. Only after a considerable amount of pushing from other parties did she adopt the name Phoebe, and only because it bothered her that people were calling her Amy.
Photobomb is a complete Kheldian fusion. She is not Amy, she is not Incandescent Storm. She is her own being, distinct from either of her halves.
