Powers

She has none. She is an average human who through discipline and resourcefulness has overcome countless obstacles. She describes herself as extraordinary, not superhuman.

She cannot run abnormally fast, she cannot fly, she cannot leap extraordinarily high. Instead, she has a quiver full of rope arrows, and swings like a monkey.

Growing up in King's Row was hard, real hard. You had to look out for Vahzilok, Skulls, Clockwork, Rikti, even the occasional careless cape. It was survival of the fittest.

Robina Loxley and her brother were left outside an orphanage. She was a baby, he was 3 years old. No one knew who their parents were, why they abandonned the pair, or if they were still alive.

They had a hard time. Most couples wanted one child, and the families that wanted two were always abusive. The orphanage was a revolving door.

When she was ten, Robina and her brother grew tired of abusive adoptees and ran away. They turned into a pair of real rascals, stealing their food, sleeping in old warehouses, always outrunning police and various characters of a seedier nature.

As her skills sharpened, Robina became a mistress of evasion, an artful dodger, a petty pickpocket. Her brother told her stories of Robin Hood, her namesake. He said fate chose her as a thief, but a good one.

Her reputation grew over the next decade until she was in high demand: hunted by the PPD, more than a handful of heroes, and most the city’s criminal element.

One day, on a dare, Robina attempted the most asinine job of her career: trying to steal Statesman’s underwear. A prank, but a fair challenge nonetheless. Unfortunately she was caught by a group of fledgling heroes and thrown in the Zig. She spent the next three years there, until she escaped.

She promised she would never go back, and using the Redemption Act to acquire a hero license, nilled her re-arrest warrant.

Robina Loxley is still a thief. She steals from crime bosses now and does odd jobs for the State to avoid the Zig. Many wonder what happens to all the money, since Robina herself says she’s poor. Some speculate that she lives according to her brother’s stories, stealing from the rich and giving to the poor.

Personality

Spunky, perky, annoying, and hyper, talkative, outgoing, and cheerful are all terms that people have used to describe her. Some speculate that she's so talkative due to all of the silence she maintains during her jobs, some of which take days. She's a coward at first glance, often hiding behind the biggest person around, or running away when she senses the battle getting too intense. But when cornered, she shows an amazing amount of fight in her.

Robina comes face to face with a new enemy.

Looks

She's cute. Not enchantingly beautiful, not hideous, not average, just 'cute'. She has a pixie-like quality to her features, and alot of charisma. She doesn't have big breasts, she doesn't have perfect curves. She's tiny, fit, and full of life, good of health, and that's all there is to it.
