Terra Voltic
From Unofficial Handbook of the Virtue Universe
Terra Voltic is my first and probably only Defender. I like making my characters grounded in the CoH setting and Terra's history starts out firmly grounded in the Freakshow. When I named her, I wasn't aware of Terra Volta, just so you know.

Personality
Terra, she doesn't respond to Tiffany, is a goal oriented person. Typically short term goals, Fix this bike, get that job, go to this party. Shortsighted might be the word. She's always had a fairly easy, fun life. Sure there's up's and downs, but there's bikes, things to fix, machines to work on and street parties to be had.
Now there's gangs to reign in on top of that. She may not seem serious to most people, but anyone who works with her as a hero doesn't question her willingness to make the city safe.
Equipment/Powers
Terra Voltic's powers are all about her suit. It's a stolen and modified Crey Voltaic suit. While she has given the suit more capabilities then the original Crey design, it's also had the armor and a few of the more expensive components replaced with pieces that Terra can maintain or replace easily.
Kinetics
Terra's suit has the odd ability to transfer energy between different targets. This was not an intended affect, but a consequence of her mods to the energy systems of the suit. By now, she knows what parts make it work, but she's at a loss as to why they work that way.
Fortunately, this energy transfer makes her suit far more functional then a real Voltaic Tank and she's not going to complain about that.
Electric Blasts
This capability was part of the original suit and has largely been retained. Terra has had to remove some of the tougher pieces of armor from the suit and focuses on using electric blasts to stay at range. Until she can secure better equipment supplies or find someone with more resources to work with, getting hit, even in her suit, hurts more then she'd like.
Abilities
Terra grew up in Paragon City and as a teenager, associated with some of the small time street and bike gangs. Really, she loved the motorcycles and she quickly learned how to make those machines her beasts. Her mechanical skill were well used as she got to work on a number of bikes and eventually secured some of her own bikes as payment.
Weaknesses and Limitations
Terra doesn't have any super weakness, but she's a bit of a hothead, preferring action over waiting around. She's not stupid and won't be easily goaded.
The real things that could plague her are her past with the Freakshow and the fact that her suit is a Crey Suit. Legally, she's using patented technology she doesn't have any rights too.
History
Working with the Freaks
Terra spent her life with things she enjoyed. Bikes, engines, street parties. She had more then enough money and time to have fun. Eventually, a few Freakshow showed up at her shop. They'd been in a fight and their Excelsior had kept them in shape, but the Enforcer's claws had been torn up in the fight. They swaggered in and tried to push her around, but when she fixed up the claws in short order, they actually seemed impressed, the Enforcer even claiming that the claws worked better then ever.
After that, Freaks started showing up pretty regularly. Once they'd decided she was cool, they were pretty fun to hang around. Big, Strong, fascinated with machines. They hit a few parties and it was fun. It wasn't until she was invited to a Freakshow bash things got weird. They went to buildings and tore them up, hunted for heroes, and caused mass mayhem. That was more then Terra could stand, but she was afraid they'd bust up her and her garage if she tried to back out.
A shot with a Tank
Eventually she found her opportunity when the Freaks hit a Crey research lab. They took down the staff and a number of powered armored troops. She talked them into hauling out a suit for her. Once that was at her garage, she worked herself ragged, making the suit something she could use, and altering it's looks. It also had a lot of specialized pieces she couldn't work on too well, so she had to redesign some of it.
After nearly a month of hard work, stopping only to work on the Freaks when the came around, she had her own power suit. She stepped out of her workshop that day and started a crusade against the Freakshow and their like to save her city from uncontrolled excess.
