Background

The America Morgan Grey knows is not the one from this world. Her America is what Portal Corp has designated dimension Omicron Sigma 16, an alternate reality distinct for its total and utter lack of meta-humans. Throughout it's separate history, magic faded into distant memory and legend and the spirits and god deserted the realm of mortals. Genetic mutation was rare at best, and even when it occurred it failed to produce the astonishing powers that often manifest in our dimension. Mad science was rigorously repressed, men like Nikola Telsa wound up in asylums rather than laboratories. All in all, it was a quieter world, one that faced no greater threats to peace than teenage purse snatchers and the occasional rogue state.

Grey was serving out an uneventful and prosperous second term in the Oval Office. She has garnered mild controversy from both sides of the aisle for pushing for funding for dimensional research, but after a successfully executed minor Balkan war and tax cuts all around, a favourable place in history seemed assured. Until a fateful day, many years ago, when the inexplicable red discs spawned in major cities all across the world. The story should be familiar to any denizen of Paragon City.

The Rikti invasion was as quick and as brutal as ever. Entire cities were annihilated within the first week of fighting, armies quickly routed and nations surrendering to the alien onslaughts in the vain hope of reducing their suffering. Without meta-human heroes to spearhead the defense, conventation military forces were no match for Rikti weapons and ships. As days turned to weeks, the nations still capable of resisting the alien blitzkrieg grew desperate. China deployed its nuclear arsenal against the Rikti on its own soil, accidentally triggering a Russian response and a nuclear exchange between the powers. European states attempted to retreat to North America to pool forces, leading to bloodbaths when Rikti bombers began to chase them across the Atlantic. Choas reigned as governments fell in South America.

The United States held on as best it could. Grey and her generals quickly saw the need for powerful individuals that could counter the threat from the vicious Rikti war leaders and tasked America's remaining research capablities to develop some means of producing super-soldiers. The military threw all the hardware they could at the invaders to buy time.

The cities were battlegrounds. Bombers and dogfights overhead leveled huge chunks of every major American city, forcing most of the population underground. The prevalence of firearms and the strong military were only managing to slow the inevitable, however. With each passing day more ground was lost, more soldiers and civilians killed, more cities deserted, more Rikti streaming through unsealable portals. By the time America's scientists were able to perfect a nanoaugmentation therapy capable of turning individuals into Heroes, it was obvious to all that the war was lost. The entire country was all but deserted to the Rikti. The last survivors were holed up in either Fortress Manhattan, the final holdout from the invasion, or in any number of survivalist bunkers scattered across the nation. Only one option remained: retreat.

The rudimentary portal laboratory were interdimensional research was being conducted had been built deep underneath Rockefeller Center. In order to hold back the blitzkrieg for long enough for the last refugees of America to escape through the portal, President Grey and the last remains of the Armed Forces all received the nanoaugmentation treatments and went out to fight back the invaders in the streets of Manhattan. Gradually, avenue by avenue, Grey and her Heroes were pushed back, but managed to buy enough time for most of the survivors to escape. After a dramatic last stand in Rockefeller Square, Grey was the last to leave through the portal.

Being a privative device compared to those constructed by Portal Corp in this dimension, the portal deposited its passengers randomly throughout the Multiverse. President Grey wound up in this dimension, in the City of Heroes, the last survivor of a ruined America. However, she didn't bear the grudge against the Rikti alone. While the other Heroes here fight for their scarred city, she fights for her lost home, hoping one day to take her world back once and for all.

Powers

Super Strength

Her nanoenhancement treatments have resulted in superaugmentation of the primary musculature and skeletal system. Grey is capable of exerting bone-crushing amounts of force in punches or lifting weights of several tonnes over her head for extended periods of time. Since this power is derived from the alteration of her musculature at the molecular level, she maintains her somewhat slight profile.

Invulnerability

Furthermore, the nanoenhancement has altered the structure of her dermis. Her entire body is protected by subcutaneous layers of Kelvar-like fibers with strength vastly surpassing steel, as well as impact-cushioning layers of gel-like substances. Her outer skin is capable of regenerating quickly at the cellular level on command.

Flight

Through a combination of density manipulation and gravatic repression, she can slip the surly bonds of Earth. Having served in the Air Force prior to entering politics, this power likely manifested from her experiences in the air.

Weaknesses

Cannot so much as blow her nose without Congressional approval.

Term limits.

Occasionally falls into a trance-like state of extreme determination, allowing her to hit opponents harder than ever, but eventually exhausting her.
