Phaseshift is a mediocre mercenary villain who carries around a mystical looking staff and says he 'washed out of Mu training'. 'Magic' is his answer to nearly any questions of why, like why he uses that particular staff, why he has extensive tattooing, why he's not bleeding and full of bullets. In reality all of that is a lie. Phaseshift is a mutant with the ability to phase out of sync with reality for short periods, the tattoos are henna, and the only magic he has is the orb in his staff that does nothing but radiate a sense of magic. All of it is designed to come off as mildly incompetent and generic, because in truth he runs Blacklight, and the more anyone fails to notice their real agenda, the better.

Powers

Cheyne is a mutant who can step out of sync with reality at will. Doing so takes its toll on him so he can't do it constantly, but its enough to make bullets and knives pass right through him, hand to hand seem like its doing something to him but seeing no real lasting damage. During his time away from the Isles, he learned to use a staff like a master, and won't get into how he learned, saying only that no one respects a broom enough when people ask.

Background

Cheyne Marin grew up in St. Martial, another generation in a line that has its roots in the French who first came to the Isles, and the family that went looking for answers when they didn't return. Much to his frustration, most of the family's view is that things could be worse, despite the losing of neighbors at random, dealing with super powered disasters, alien invasions, the Marins have been on the Isles forever, and will always be there until they sink into the ocean. In the grand scheme of things, it isn't so bad right now. Cheyne, like all kids, grew up having to pick sides and allegiances to get by once he got into his teens, but where most of their stories ended in death or forced recruitment into the various thugs and henchmen of bigger players, his went a little sideways. He was acting as lookout for some Goldbrickers moving cargo off the docks when it was hit by Longbow. Unarmored and unprepared, the grenades lobbed at the deck knocked Cheyne off his feet, unconscious, and somehow through the closed cargo container doors. He doesn't talk much about what happened after that, only that he was 'away' for a while, but as soon as he could, he got himself back to the Isles, and has been working at his carefully cultivated reputation in public, and his own agenda to protect the citizens of the Isles in secret.
