Not necessarily evil, a monster is someone who finds himself on the wrong side of the law simply because he cannot control his destructive power or perhaps suffers bouts of rage or mindlessness that cause him to lash out at the world. Of course, some monsters enjoy their simplistic approach to what others refer to as villainy. They commit crimes for the sake of causing harm --not to achieve a specific goal in the crime itself.
